Members do these things, to be sure, but that’s just a fraction of what the job involves. How Congress Works 49 If someone were putting together a “Help Wanted” ad for the job of congressman, most members of Congress would say it would read something like this: “Wanted: Person with wide-ranging knowledge of scores of complex public policy issues.

It’s just that after years of antigovernment rhetoric, deepening partisanship, widening special-interest influence, and saturation press coverage of political conflicts and personal scandals, our government and our system of representative democracy tend not to rank high on Americans’ lists of why our country has been flourishing. This is too bad, because they belong near the top. The citizens of a country cannot have well-being without good governance. While market economies are important and the private sector is important, they cannot function without a framework, determined by government, and that framework is provided by representative democracy.

Once that was done, they would go on to the next congressional office. Now, they were doing nothing improper. But their lack of interest in the bigger picture struck me. When professional groups focus narrowly on their own interests, it’s usually a sign that Congress 36 H OW C O N G R E S S WO R KS needs to weigh their proposals carefully and look at the broader national interest. Sometimes, though, Congress fails to do this. When that happens, the results can be painful: Witness the recent corporate scandals coming after Congress’s indulgent treatment of the financial and accounting communities.
