The Drys (as temperance advocates were dubbed), along with women’s suffrage groups, were the most important social movement of early twentieth-century America. A campaign for a national prohibition was preceded by state-level action. By 1919, thirty-three of the forty-eight states had passed their own prohibition measures. These decisions were made possible by a 1913 act of Congress that permitted states to enforce their own laws on interstate commerce in alcohol, a position that appeared to conflict with the interstate commerce clause of the Constitution.
